The Framework presents key findings from a regional assessment of ICT skills, education systems, and labour market dynamics across 11 ASEAN Member States. It highlights growing demand for advanced digital competencies–particularly in AI, data analytics, and cybersecurity–alongside persistent skills gaps and mismatches between training systems and industry needs.
Developed as a regional reference, the Framework aims to harmonise ICT skills standards, strengthen alignment between education and labour market demands, and support workforce mobility across ASEAN.
Structured around five key pillars, it promotes a more integrated, inclusive, and future-ready ICT talent ecosystem, while strengthening regional cooperation in digital skills development.
