King Kunsorin believes that “Education Strategic Plan is a core policy tool to national development policy toward 2030 but it faces the challenges in practice (and)… needs to be participated by national and sub national levels in education sector as well as relevant parties.” Thus, he suggested that financial reform, enhancement of teachers’ quality and management at the sub national levels can act as a tool to mitigate the problems.
